The work will require the temporary closure of a popular public bike and pedestrian trail between Douglas Drive and Foussat Road, but officials said the will be worth it. The excavation, the first of its kind in Oceanside, had been scheduled to start last fall, but became bogged down in the permitting process.
Completing it quickly is a priority, officials said. Deepening the river as much as four feet in some places will increase its capacity and make it less likely to flood during rainy winters. Most of the year, the river is dry except for some standing water near the ocean. Bids will be opened by the end of this month. The work is expected to begin in September, with clearing vegetation downstream from Benet Road, she said.
The city clears brush from riverbed every couple of years to reduce flooding risk, but no sand has been dredged there in recent memory, if ever, officials said. Before work begins, the city still needs to secure one remaining permit from the Regional Water Quality Control Board. Otherwise, all permit requirements have been met.
